Περι Δημοσιονομικών Πολλαπλασιαστών

Update (30 Jan.) Μήν χάσω το κομμάτι του Μάνου Ματσαγγάνη στο Protagon .

Πολύ blah-blah γίνεται προσφάτως για την αναθεώρηση των Δημοσιονομικών Πολλαπλασιαστών απο πλευράς των ερευνητών του ΔΝΤ.

  1. Ορισμός: ο συντελεστής που δείχνει την προβλεπόμενη αλλαγή στο ΑΕΠ απο την κατά 1% αλλαγή της Δημόσιας Δαπάνης. ¨Ετσι, με συντελεστή 0,7 μείωση της ΔΔ κατά 5% αναμένεται μείωση του ΑΕΠ, όλα τα άλλα ίδια, κατά 3,5%. Με συντελεστή 1,5% τότε η μείωση είναι 7,5%
  2. Για κάθε χώρα, ο συντελεστής εξάγεται απο ιστορικά στοιχεία, δηλ. παρελθόντων ετών. Επίσης, και επιπροσθέτως, επειδή ποτέ δεν είναι όλα τα άλλα ίδια ο συντελεστής διαφοροποιείται απο χρόνο σε χρόνο. Εξάγεται πάντα εκ των υστέρων.
  3. Γιατί τόσο μεγάλη υποεκτίμηση; αντί για περίπου 0,7 φαίνεται οτι είναι πάνω απο 1,5 Δέν υπάρχουν ακόμη εύλογες εξηγήσεις. Γιαυτό και στην έκθεση του ΔΝΤ, που υπογράφεται απο τον Ο.Μπλανσάρ, δέν αναφέρονται κάποιες: είναι αντικείμενο περαιτέρω μελέτης.
  4. Αίτιο-αιτιατό:  Δέν ήταν ο συντελεστής, που υποεκτιμήθηκε, η αιτία της μεγάλης ύφεσης στην Ελλάδα.  Αυτόν, που ίσχυσε στο παρελθόν χρησιμοποίησαν στο υπόδειγμα ανάλυσης. Θα ήταν παράξενο άν χρησιμοποιούσαν κάποιον "απο το καπέλο". Η μεγαλύτερη μείωση του ΑΕΠ απο την αναμενόμενη οδήγησε στο συμπέρασμα οτι ο συντελεστής είναι μάλλον 1,5+ παρά 0,7 Αυτό δε ισχύει όχι μόνο για την Ελλάδα αλλά και για άλλες χώρες. (ΣΣ. Μιά πιθανή εξήγηση μπορεί να είναι οτι έχουμε να κάνουμε με μιά Μίνσκια Πιστωτική Κρίση, και όχι με μια "κανονική" κυκλική κρίση, που βρήκε τα οικονομικά υποδείγματα όχι σωστά "καλιμπραρισμένα".)  
  5. Το αποτέλεσμα: Το Δημόσιο Χρέος δέν είναι βιώσιμο με τα νούμερα του 2010 ή/και του 2012 όπως είχε εκτιμηθεί με την χρήση του χαμηλού, και όντως λανθασμένου, συντελεστή. Γιαυτό και η έντονη πίεση του ΔΝΤ για περαιτέρω κούρεμα, μετά την διαπίστωση.
Αυτοί που "αρπαχτήκανε" απο τον "λάθος συντελεστή" και εξαπολύουν διάφορα καταγγελτικά εδώ και κεί περιλλαμβανομένου του εδώ κλιμακίου του ΔΝΤ ( δέν είναι αυτοί που δουλεύουν τα τα υποδείγματα του ΔΝΤ) είναι μετά το γεγονός προφήτες. Τώρα που το διαπίστωσε ο Μπλανσάρ είναι κάπως αργά για εξυπνακισμούς. Τότε, το 2010, πού ήταν με την δική τους εκτίμηση για τον Δημοσιονομικό Πολλαπλασιαστή; Απλά δέν είχαν: τώρα που τους τά 'πανε άλλοι, έχουν.

Hans-Werner Sinn on the Greek crisis

H-W Sinn, chair, Public Economics at Munich Univ. and Chairman of IFO Institute. had this to say in Ifo Viewpoint No. 125: Greek Tragedy 27 Jul.2011 , (emphasis added)
Much worse, however, is the fact that Greece has lost its competitiveness. Its government took on massive debt under the euro, inflating Greek wages and prices. Greece’s current account deficit reached 10.5 percent of GDP in 2010. Aggregate consumption exceeded national income by 16.5 percent.
It is better for all concerned, in particular for Greece, if the country leaves the euro temporarily. It could then devalue, become competitive once more and later, at a suitable exchange rate, join again. Instead of slashing millions of prices and wages, it would be necessary to slash but one price, that of its currency. In addition, companies in the real economy would be out of the woods, since their debts with Greek banks would be devalued too.

Eurozone politicians tend to believe that it is possible to regain competitiveness by carrying out reforms, undertaking infrastructure projects, and improving productivity, but without reducing domestic prices. That is a fallacy, because.......
... as long as these countries remain in the currency union: either they deflate, or their trading partners inflate faster. There is no easy or socially comfortable way to accomplish this.
In order to become cheaper, a country’s inflation rate must stay below that of its competitors, but that can be accomplished only through an economic slump. The more trade unions defend existing wage structures, and the lower productivity growth is, the longer the slump will be. 
Germany cut its prices relative to its eurozone trading partners by 22% from 1995, when the euro was definitively announced, to 2008, 
 with Greece needing to depreciate by 39% and Portugal by 32% just to reach the price level prevailing in Turkey (reference to OECD data)

Α.Τσίπρας στο Brookings

  1. ενδογενή προβλήµατα. Αυτά τα προβλήµατα είναι δοµικά και έχουν βαθιές ρίζες. ∆εν δηµιούργησαν όµως την κρίση στην Ελλάδα
  2. τα κεφάλαια εξαφανίζονται στις µαύρες τρύπες των τραπεζών. 
  3. Η επικρατούσα άποψη είναι ότι ο κύκλος της ύφεσης που σας περιγράφω ξεκίνησε εξαιτίας του υπερδανεισµού του Ελληνικού κράτους κατά την περίοδο που προηγήθηκε του Κραχ του 2008. Αυτό δεν είναι αναληθές.
  4. Στην Ελλάδα, τα χρήµατα από τη Γερµανία και αλλού ήταν δανεισµένα από το κράτος, το οποίο τα έδωσε στη συνέχεια στους ιδιώτες-επενδυτές για την κατασκευή δρόµων, Ολυµπιακών εγκαταστάσεων. 
  5. Στην Ελλάδα, το κράτος χρεοκόπησε άµεσα, δεδοµένου ότι ήταν αυτό που είχε δανειστεί σε πολύ µεγάλο βαθµό. Στη συνέχεια, οι τράπεζες που είχαν δανείσει το κράτος επίσης χρεοκόπησαν.  Στη συνέχεια,  οι επενδυτές χρεοκόπησαν.  Σύντοµα,  ολόκληρη η χώρα είχε καταρρεύσει. 
  6. Οι κινδυνολόγοι θα σας πουν ότι το κόµµα µας, αν έρθει στην κυβέρνηση, θα σκίσει τη δανειακή σύµβαση µε την Ευρωπαϊκή Ένωση και το ∆ΝΤ,

(1) δέν ζητάμε συμπάθεια απο Βερολίνο....ζητάμε συμμάχους σε όλο τον κόσμο... το Βερολίνο, με την πολιτική του, διακινδυνεύει την παγκόσμια οικονομία...είμαστε ψυχολογικά έτοιμη για αγώνα.... άν η Ελλάδα δέν ήταν στν ΕΖ, κανείς δεν θα την βοήθαγε, ....η Ελλάδα είναι στο κέντρο του παγκόσμιου ενδιαφέροντος... δεν μπορεί να σωθεί η ΕΖ άν ο Ελληνικός κρίκος σπάσει...αμέσως μετά ο επόμενος κρίκος θα είναι η Γερμανία...το ξέρουμε πολύ καλλά...και το ξέρουν κι αυτοί καλλά....είναι ανάγκη να βρούμε αμοιβαία δεκτές λύσεις... προτείνουμε Ευρωπαϊκή λύση στο Ευρωπαϊκό πρόβλημα..... γραφειοκρατία... επενδύσεις σε στρατηγικούς τομείς ...έρευνα...
ΣΣ4.... περί Βραζιλίας και αναπτυσσόμενων χωρών... τί μπορεί η Ελλάδα να μάθει απο αυτές... απαν...(1) υπάρχουν διαφορές...

Federal Europe; Not just yet, but discussed

A good take on EE, at least EZ, first thoughts on the emerging federal structure is the piece by Dan Corry at the EUROPPBlog of the LSE .
His thesis is that
Europe’s centre left must begin to consider and debate measures that would help struggling regions, such as more progressive taxes and an EU-wide unemployment benefit scheme.

IMF or not to IMF! The dilemma in early 2010


Αυτές τις μέρες άρχισε μιά συζήτηση στο θέμα της συμμετοχής του ΔΝΤ στο πρόγραμμα στήριξης. Αντί να βάλλω κάποια θέματα απο μνήμης ας ανατρέξω στο τί λένε οι Geoffrey R D Underhill και Jasper Blom, του Παν/μίου του Αμστερνταμ στο e-report του  CEPR " Global Financial Integration, Twin Crises, and the Enduring Search for Financial Stability" στο κομμάτι που αναφέρονται στα δικά μας.
Όταν  άρχισαν οι πρώτες "άτυπες" τριγωνικές  επαφές (Κυβέρνηση-ΔΝΤ-Μερκοζύ), Γενάρη/Φλεβάρη του 2010,....
... the German Chancellor was serious in asserting that each country would have to keep its own house in order and satisfy the markets in terms of confidence, keeping to the ‘rules’ or policy standards underpinning monetary union....
         ....there would be no bail-out as per the terms of the Treaty of Maastricht, no matter how exceptional the circumstances and despite G20 exhortations. Unbelievably, it was even suggested by the Chancellery that possible official refinancing which would be provided would carry market interest rates
......Greek bond spreads then rose dramatically relative to German levels
.......when creditor countries realised their own banks (that made the loans in the first place) were being dragged under once again, talks began in earnest.

....to the bewilderment of all, Chancellor Merkel declared that there would be no rescue until Greece’s debt-financing capacity was exhausted.
.....Merkel insisted that the crisis should not be discussed at the EU summit because Greece had not requested help

Όταν πλέον δέν πήγαινε άλλο η Α.Μέρκελ συναίνεσε σε Μηχανισμό Στήριξης με τον όρο οτι το ΔΝΤ θα έβαζε knowhow.
Υπήρχε πιθανότητα ο ΓΑΠ να ζητήσει μη συμμετοχή του ΔΝΤ;

Αποδόσεις Ομολόγων της ΕΖ-Περιφέρειας

Κάπιοι "επενδυτές", κυρίως hedge-funds, πήγαν αντίθετα απο το ρεύμα τον Ιούνιο του 2012, που πίστευε σε μεγάλη πιθανότητα κατάρευσης της ΕΖ, και αγόρασαν ομόλογα της περιφέρειας.
Η παρέμβαση Draghi ("Η ΕΚΤ θα κάνει ό,τι χρειαστεί") και το ξεκαθάρισμα του τοπίου, κυρίως απο την Α.Μέρκελ, οδήγησε σε άνοδο της αξίας αυτών των ομολόγων.

Thomsen on progress of Greek Program

IMF Survey Magazine (online) published an interview with Poul Thomsen.
The Fund has from the beginning argued for a longer fiscal adjustment period. But we also need to recognize that this requires financing,
an escalating political crisis severely eroded confidence and contributed to a far deeper than expected credit crunch, while structural reforms fell short of targets, slowing external gains.
for the government to avoid further wage and pension cuts—which we agree are not desirable—it is critical that it seriously tackles tax evasion and reduces the size of the bloated public sector as planned
many markets for goods and services in Greece remain protected
If Greece wants to succeed in its adjustment it will have to improve its tax collection.... So this is an area where results have been very disappointing
while international institutions can offer advice in terms of best practice, the people on the ground are the ones responsible for effecting change. The bottom line is that institutional change will take time and strong commitment. In Greece, we’re still closer to the start of the process than to the end. (emphasis added)
On competitiveness
it is unfortunate that almost all the gain has happened through declines in nominal wages as opposed to productivity gains because of the delay in the structural reform agenda. 
All told, Greece has received €50 billion for bank recapitalization and another €120 billion in budget support. These very substantial resources are saving Greece from having to go through even more wrenching adjustment than is currently the case.

James M. Buchanan Jr. was the Political Economist par excellence. He was awarded the Nobel prize in 1986 for his work on Public Choice. His obituary in the NYT and also his Nobel Prize lecture  are worth, if not required, reading.

The Latvian experience

We, anti-default or anti-MOA folk, ought to check how other countries are experiencing and coping.
Masa Serdarevic at FT Alphaville has an all-round excellent post : In Defense of Latvia
One can profitably read it drawing the appropriate parallels with Greece. Some highlights, with added emphasis...
 Latvia had enjoyed average GDP growth of over 10 per cent between 2005 and 2007, largely fueled by plentiful cheap credit  from foreign banks. It also had a ballooning current account deficit of more than 20 per cent. But in 2008 the party was over.
It decided on a strategy of a frontloading the pain
While the IMF has officially “welcomed” the move (early repayment of loan), there has also been criticism by the Fund about the harshness of Latvia’s austerity 
 It’s also interesting to note, but rarely mentioned, that the government has survived two elections since the austerity programme began. 
The markets have also rewarded Latvia, with yield on its 2018 sovereign debt down to a record-low of 1.7 per cent on December 17, from a high of 12 per cent back in March 2009 
Fans of Latvia’s approach have used it to beat up on Greece and the other southern peripherals for not rebounding like Latvia. We’d argue that this is also unfair. Latvia is in many cases a special case.
Blanchard argues, there may be some lessons to be learned from Latvia:
The argument for a social pact, and faster joint adjustment of wages and prices than implied by market mechanisms and the downward pressure from unemployment, remains, in my mind, a very strong one.

Social Democratic alternative needed

I must come back on Marc Chandler's take of the situation in Europe
Hollande's Socialists have failed to offer or articulate an alternative to 
neo-liberalism.  Instead Hollande appears to be defining Socialism
as a rearguard action to slow the enactment  of neo-liberal reforms.
  

The Iceland case

I am not very familiar with the Iceland case. I am, though, very skeptical with what I hear from various anti-MOU people. So, I am indebted to Baldur Biarnason for an illuminating post titled:
